The following summary tables and overview of events survey hostile Israeli activities during the period 01 January 2017 to 31 January 2017. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations. The information reported through the PMG process represents data available at the time of distribution only.

  • 1 January: Israeli forces fired coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning and as a result injured the child Billal Hussein Salah Al-Din {15 years old} (After he was struck by a rubber coated steel bullet to his head} and as a result left him hospitalized with contusions during their raid into Hizma town.
  • 8 January: Israeli forces opened fire towards and killed Fadi Ahmad Hamdan Qunbar {28 years} {A resident of Jabal Al-Mukabir neighborhood in Jerusalem city} after he ran over several Israeli soldiers with his vehicle near "Armon Hanatziv" settlement which is located in Jabal Al-Mukabir neighborhood in Jerusalem city and as a result killed 4 Israeli soldiers and injured several others.
  • 9 January: Israeli forces injured the child Hussien Bashir Bayatnah {13 years old} {A resident of Abu Qash village} during confrontations near "Psagot" settlement located in east Al-Bireh city.
  • 9 January: Israeli forces raided Al-Far'a camp, stormed and searched several homes, opened fire towards and killed Mohammad Subhi Al-Salhi {32 years old} as they stormed his home and also detained 5 residents
  • 13 January: Israeli forces injured 3 unidentified children as they clashed with residents near the entrance of Al-Jalazoun camp
  • 16 January: Israeli forces fired live ammunition, rubber coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning and as a result killed the child Qusay Hassan Mohammad Al-Amour {17 years old} and left 3 resident: Omar Thiyab Mahmoud Al-Amour, Muneer Dakhlallah Ahmad Al-Amour and Mahmoud Mohammad Mahmoud Al-Amour injured during their raid into Teqou' town.
  • 17 January: Israeli forces positioned at Wall Gate (104) located in Tulkarem city opened fire towards and killed Nidal Doud Sa'ed Mihdawi {44 years old} {A resident of Shuwika neighborhood in Tulkarem city}.
  • 17 January: an Israeli settler vehicle travelling along a road near Jabal Jalis area located in the old city of Hebron ran over and injured the child: Layan Ayed Al-Razim {5 years old} and as a result left her hospitalized with contusions
  • 20 January: Israeli forces positioned behind the Green Line opened fire towards agricultural land in east Beit Lahiya town and as a result injured the child Ramis Hamdunat {5 years old}.
  • 25 January: Israeli forces positioned at Mukhmas village junction opened fire towards a vehicle driven by Hussien Saledm Abu Ghush {24 years old} {a resident of Qalandiya camp} and as a result killed him for allegedly attempting to run over Israeli soldiers.
  • 29 January: Israeli forces raided Jenin camp, clashed with several residents and as a result killed the child: Mohammad Mahmoud Assad Abu Khalifa (17 years old) and left 5 residents (including 3 children): Ashraf Imad Sa'id Tubasi (17 years old), Mateen Fayeq Hussien Dabaya (17 years old), Adham Muhanad Mair'i (17 years old), Layth Bayi' Masharqa, Islam Fayeq Hussien Dabaya and Ashraf Imad Sa'ed Tubasi.
  • 30 January: An Israeli Settler vehicle travelling along a road in Jabala Mukabir neighborhood ran over and killed the child Shayma Doaud Ja'abis {9 years old}.

  • On January 18th 2017. Israeli forces raided Salfit city, positioned near The Palestinian National Security Headquarters and took photographs of the headquarters then withdrew at 04:00.

During the month of January 2017, the Israeli military Occupied  6 Palestinian homes and converted their rooftops into Military posts which consisted of the following: 

 

Jerusalem:

  • On January 2nd 2017, Israeli forces occupied the home of Ra'uf Ghayth during their raid into Hizma town then converted its rooftop into a military post and informed the residents it will be occupying the home for a period of 72 hours.
  • On January 8th 2017, a group of Israeli settlers under the protection of Israeli Military forces stormed Wadi Al-Rabaybeh in Silwan neighborhood in Jerusalem city and seized the home of Hani Sarhan claiming that the owner resides in Jordan.

Ramallah & Al-Bireh:

  • On January 10th 2017, Israeli forces occupied the home of Ibrahim Sha'lan and converted its rooftop into a military post during their raid into Kafr Ni'meh village.

Nablus:

  • On January 11th 2017, Israeli forces occupied a home owned by Salah Abu Shihab and converted its rooftop into a military post during their raid into Beit Furiq town then withdrew at a later time.

Bethlehem:

  • On January 17th 2017, Israeli forces occupied the home of Nayef Hussien Hassan Musa located near the entrance of North Teqou town and converted its rooftop into a military post.

Hebron:

  • On January 1st 2017, Israeli forces occupied the home of Mohammad Ali Abdel-Latif Abu Sineneh located in Al-Fa's area of south Hebron city then converted its rooftop into a military post.

Home Demolitions

During the month of January 2017, the Israeli military demolished 20 Palestinian homes and residential tents, which consisted of the following: 

Jerusalem:

  • On January 2nd 2017, Israeli forces stormed Khan Al-Ahmar area and demolished 11 residential structures owned by Bedouin families from Al-Jahalin clan.
  • On January 4th 2017, Israeli forces stormed Al-Ashqariya neighborhood which is located between Beit Hanina and Shu'fat neighborhood in Jerusalem city and demolished 2 homes owned by Adnan Al-Shwiaki for allegedly being built without a license
  • On January 4th 2017, Israeli forces stormed Beit Hanina town and demolished a home {160 square meters} owned by Ammar Abidou for allegedly being built without a license.
  • On January 17th 2017, Israeli Authorities forced Firas Salah Ahmad Mahmoud to demolish his home in Al-Eisawiya village and forces him to pay a hefty financial penalty.

Nablus:

  • On January 17th 2017, Israeli forces demolished the home of Ahmad Mohammad Hamdan Bani Fadil during their raid into Khirbit Al-Taweel area located in east Aqraba town.

Jericho:

  • On January 23rd 2017, Israeli forces stormed Al-Jiftlik village and demolished 2 homes owned by Zuheir Fihmi Bani Mayat and Zahi Fihmi Bani Mayat then also demolished 4 livestock structures.
  • On January 25th 2017, Israeli forces stormed Jabal Qruntal area located in west Jericho city and demolished 2 residential structures owned by Mohammad Salem Odah Katifat and Yusef Salem Odah Katifat.

  • On January 22nd 2017, Israeli Authorities in occupied Jerusalem approved plans for the construction of 566 settlement unites and a news settlement post in "Ramot" , "Ramat Shlomo" and Pisgat Ze'ev" settlements in addition to constructing a new settlement in Jerusalem city on land occupied in 1967.
  • On January 24th 2017, The Israeli Prime Minister's Office and The Israeli Military approved plans for the constructions of 2500 new Settlement units on several existing settlement across the West Bank which include:{Ariel: 900 housing units, Maale Adumim: 90 units, Efrat: 21 housing units,Elkana: 18 housing units,Imanuel: 166 units, Migron: 86 units, Beit El: 100 units,Oranit: 150 units, Givat Zeev: 100 units} all on land occupied in 1967.
  • On January 25th 2017, Israeli forces levelled a plot of agricultural land in the east area of Deir Ijrier village.
  • On January 26th 2017, the Israeli Municipality of Jerusalem city's commission on Planning and construction issued licenses for the construction of a settlement unit in "Gilo" settlement located on land occupied in 1967 in south Jerusalem city.
  • On January 31st 2017, The Israeli Prime Minister and Israeli Minister of Defense approved plans for the construction of 3000 new settlement units {2000 of which will be implemented immediately and 1000 to be implemented at a later phase} throughout the West Bank which include: { 700 units in "Alfei Menashe" settlement, 650 units in "Beit Arye" settlement, 650 settlement units in "Beitar Illit" settlement, 200 settlement units in "Oranit" settlement, 150 settlement units in "Nokdim" settlement, 150 units in "Givat Ze'ev" settlement, 100 units in "Karnei Shomron" settlement, 100 units in "Shilo" settlement, 100 settlement units in "Mazadot Yehuda" settlement, 80 units in "Kfar Eldad" settlement, , 70 units in "Shave Shomeron" settlement, 50 units in "Nofim"settlement and 30 units in Efrat settlement} on land occupied in 1967.

Closure

Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of January the Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).

The Israeli military installed 508 flying checkpoints in January 2017 (compared with 457 in December 2016 and 492 in November) and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

A total of 91 incidents of destruction and confiscation of Palestinian public and private property by Israeli settlers and Israeli forces were reported in January 2017 (89 in the West Bank and 2 in the Gaza Strip).

Attack on Public and Private property occurred as follows per District:

Jerusalem:

  • On January 4th 2017, Israeli forces damaged the vehicle of the Deputy Minister of Health- Dr. Assad Al-Rimlawi after they fired stun grenades towards it in Al-Ram town.
  • On the morning of January 12th 2017, Israeli forces stormed agricultural land in Al-Sheikh Jarrah neighborhood in Jerusalem and uprooted several Olive and fruit bearing trees in order to construct a road which connects and settlement to the Israeli ministry of interior located in Wadi Al-Juz neighborhood in Jerusalem.
  • On January 14th 2017, Israeli forces stormed Jabal Al-Mukabir neighborhood in Jerusalem city demolished a Cellular Telephone store and a restaurant owned by Al-Saraji Family.
  • On January 17th 2017, Israeli forces demolished a car wash owned by Mohammad Al-Louzi and a Vehicle maintenance garage owned by Abed Al-Malah during their raid into Qalandiya camp.
  • On January 25th 2017, Israeli forces stormed Al-Thuri neighborhood in Jerusalem and demolished a storage structure owned by Radwan Omar for allegedly being built without a license.

  • On January 30th 2017, Israeli forces sealed off the entrances of "Al-Nur" print shop owned by Ibrahim Hassan Khaled Musafar during their raid into Ramallah city.

Jenin:

  • On January 12th 2017, Israeli forces demolished a steel mill owned by Warad Ma'rouf Assad Qubha and stormed a structure used to house livestock owned by Husam Abdallah Qubha during their raid into Barta'a Al-Sharqiya village.

Tubas:

  • On January 10th 2017, Israeli forces levelled a plot of land and paved a road approximately 1800 m in Al-Hadayda village in the North Jordan valley area.
  • On January 10th 2017, Israeli forces demolished a water well network approximately 1300 m long which provides Atuf, Al-Ras Al-Ahmar and Al-Hadeda villages located in the North Jordan valley with water supply and crop irrigation.
  • On January 13th 2017, Israeli forces positioned in Al-Hama area located in the North Jordan valley prevented Mahmoud Raf'a Abdel-Kareem Fuqaha from entering his agricultural land in the area.
  • On January 14th 2017, Israeli forces positioned in the North Jordan valley prevented Hamad Riziq Daraghmeh from entering his agricultural land and forced him out the area.

Tulkarem:

  • On January 29th 2017, Israeli forces removed Annan Abdel-Raheem Masaud Abu Aliya from his agricultural land located near "Avnei Hefetz" settlement.

Qalqiliya:

  • On January 5th 2017, Israeli forces demolished a livestock structure owned by Rasheed Ali Bashir {for the 2nd consecutive time} during their raid into Jinsafout village.
  • On January 16th 2017, Israeli forces uprooted several Olive trees as they levelled agricultural land in Azzun town and Al-Nabi Eliyas and Izbit Al-Tabib villages for the purpose of constructing a settlement road.

Nablus:

  • On January 17th 2017, Israeli forces demolished a livestock den owned by Ahmad Mohammad Hamdan Bani Fadil during their raid into Khirbit Al-Taweel area located in east Aqraba town.
  • On January 30th 2017, Israeli forces detonated a Palestinian flag pole located on an archaeological site during their raid into Sabastiya village.

Jericho:

  • On January 23rd 2017, Israeli forces demolished 4 structures owned by owned by Zuheir Fihmi Bani Mayat and Zahi Fihmi Bani Mayat in Al-Jitlik village.
  • On January 25th 2017, Israeli forces demolished 2 residential structures owned by Mohammad Salem Odah Katifat and Yusef Salem Odah Katifat in Jabal Qruntal area located in west Jericho city.

Bethlehem:

  • On January 4th 2017, Israeli forces demolished 2 livestock dens owned by Daoud Gibril and Hafirh Al-Arouj and demolished 7 water wells owned by Al-Amour, Jibril and Al- Arouj families for allegedly being built without licences.
  • On January 13th 2017, Israeli forces damaged a vehicle owned by Yahya Al-Amour as they fired stun and tear gas grenades towards several residents for alleged stoning near the entrance of Teqou' town.

Hebron:

  • On January 5th 2017, Israeli forces prevented several bulldozers from doing construction work on a road in Al-Burj village for allegedly being near the wall.
  • On January 26th 2017, Israeli forces damaged house furniture owned by Abdel-Fattah Massudah after storming and searching his home during their raid into Jabal Juhar area located in then old city of Hebron.
  • On January 26th 2017, Israeli military bulldozers levelled and uprooted 300 Olive trees owned by Musa Hussein Al-Haroub in Khilat Al-Bayda area located near the wall in Harris town.

North Gaza:

  • On January 4th 2017, Israeli Naval vessels opened fire towards and damaged a fishing boat off the shores of North Gaza.

  • On January 1st 2017, Israeli forces served a military order for the confiscation of 34 Dunums of Land
  • January 5th 2017, Israeli forces confiscated money from the father of Islam Fayad Zahada after storming and searching their home during their raid into Hebron city {as mentioned in the previous report}.

  • On January 22nd 2017, Israeli Authorities in occupied Jerusalem approved plans for the construction of 566 settlement unites and a news settlement post in "Ramot" , "Ramat Shlomo" and Pisgat Ze'ev" settlements in addition to constructing a new settlement in Jerusalem city on land occupied in 1967.
  • On January 24th 2017, The Israeli Prime Minister's Office and The Israeli Military approved plans for the constructions of 2500 new Settlement units on several existing settlement across the West Bank which include:{Ariel: 900 housing units, Maale Adumim: 90 units,Efrat: 21 housing units,Elkana: 18 housing units,Imanuel: 166 units, Migron: 86 units, Beit El: 100 units,Oranit: 150 units, Givat Zeev: 100 units} all on land occupied in 1967.

  • On January 31st 2017, The Israeli Prime Minister and Israeli Minister of Defense approved plans for the construction of 3000 new settlement units {2000 of which will be implemented immediately and 1000 to be implemented at a later phase} throughout the West Bank which include: { 700 units in "Alfei Menashe" settlement, 650 units in "Beit Arye" settlement, 650 settlement units in "Beitar Illit" settlement, 200 settlement units in "Oranit" settlement, 150 settlement units in "Nokdim" settlement, 150 units in "Givat Ze'ev" settlement, 100 units in "Karnei Shomron" settlement, 100 units in "Shilo" settlement, 100 settlement units in "Mazadot Yehuda" settlement, 80 units in "Kfar Eldad" settlement, , 70 units in "Shave Shomeron" settlement, 50 units in "Nofim"settlement and 30 units in Efrat settlement} on land occupied in 1967.

Settler Violence

Jerusalem:

  • On January 2nd 2017, a group of Israeli settlers launched a Camera Drone over Al-Aqsa Mosque in the Old city of Jerusalem.
  • On January 24th 2017, Israeli settlers stormed the old city of Jerusalem's and forcibly seized a merchant shop owned by Ahmad Sab Al-Labban.
  • On January 30th 2017, an Israeli Settler vehicle travelling along a road in Jabala Mukabir neighborhood ran over and killed the child Shayma Doaud Ja'abis {9 years old}.

Ramallah:

  • On January 21st 2017, a group of Israeli settlers stormed agricultural land located in east Turmus'ya town and chopped off the limbs of several Olive trees.

Jenin:

  • On January 14th 2017, Israeli settlers stormed the area of "Homish" settlement {which was abandoned} and stoned residents and vehicles in the area and as a result injured Mohammad Sharidat {A resident of Burqa village in Nablus district} and left him hospitalized with a leg injury.

Tubas:

  • On January 3rd 2017, Israeli settlers stormed Al-Mazkouh area located near Khirbit Samara and Khirbiet Al-Makhoul in the North Jordan valley and installed a wooden structure {to resemble a temple} in an attempt to create a settlement outpost.
  • On January 23rd 2017, a group of Israeli settlers stormed Zakouh area located near Khirbeit Samra area in the North Jordan valley as they chased several residents who were herding their goats in the area.

 Tulkarem:

  • On January 16th 2017, Israeli forces uprooted several Olive trees as they levelled agricultural land in Azzun town and Al-Nabi Eliyas and Izbit Al-Tabib villages for the purpose of constructing a settlement road.
  • On January 16th 2017, a group of Israeli settlers from "Avnei Hefetz" settlement stormed the entrance of Shufat village thus blocking the entrance and restricting residents from entering or exiting the village then withdrew at 21:50.

Nablus:

  • On January 1st 2017, Israeli settler driving his vehicle stormed Nablus city in an attempt to enter Joseph's Tomb then was chased away by Palestinian Police officer guarding the tomb site.
  • On January 8th 2017, Israeli settlers positioned near "Yitshar" settlement junction located in North Huwara town stoned residents and vehicles travelling along a bypass road then proceeded to stone homes located near the outskirts of Huwara town.
  • On January 8th 2017, Israeli settlers positioned near "Yitshar" settlement junction located in North Huwara town stoned residents and vehicles travelling along a by pass road then proceeded to stone homes located near the outskirts of Huwara town.
  • On January 14th 2017, a group of Israeli settlers stormed Al-Bayda area located in east Awarta village and near "Iatmar" settlement and opened fire towards Ahmad Awad Ayad as they were entering archaeological sites then withdrew under the protection of Israeli forces who clashed with several residents.
  • On January 17th 2017, a group of Israeli settlers stormed “Ayish Qudash” settlement located in Qusra village.
  • On January 30th 2017, a group of Israeli settlers positioned near Al-Labban Al-Sharqiya village stoned vehicles travelling along the main road connecting Ramallah and Nablus districts and as a result injured Nahed Ahmad Mohammad Qubha {44 years old}{A resident of Ya'bad town in Jenin District} leaving her hospitalized with contusions
  • On January 30th 2017, a group of Israeli settlers driving vehicles stormed Joseph’s Tomb on Nablus city before being chased away by Palestinian Police forces guarding the Tomb.
  • On January 31st 2017, Israeli settlers positioned at Qabalan town junction stoned vehicles travelling along the main road in the area then withdrew under the protection of Israeli Military forces.
  • On January 31st 2017, a group of Israeli settlers positioned near "Yitshar" settlement junction located in North Huwara town stoned vehicles travelling along the main road in the area then withdrew under the protection of Israeli Military forces.

Salfit:  

  • On January 5th 2017, Israeli settlers stormed Kafil Harris town and damaged several vehicles then withdrew under the protection of Israeli military forces.
  • On January 8th 2017, Israeli settlers positioned at "Kafr Tupah" settlement junction stoned residents and vehicles travelling along the road leading to Yasuf village.

Jericho:

  • On January 15th 201, a group of Israeli settlers positioned near Al-Oja village stoned several shepherd herding goats in Ras Al-Oja village
  • On January 25th 2017, a group of Israeli settlers stormed Wadi Al-Oja area and stoned several residents who were herding their goats in the area.

Bethlehem:

  • On January 7th 2017, Israeli settlers positioned near "Teqou'" settlement assaulted several residents and prevented them from farming their agricultural land.
  • On January 27th 2017, a group of Israeli settlers from "Sde Bar" settlement located in Al-Khader town uprooted and stole 300 Grapevines, 100 Olive Groves, 100 steel fence and 10 rolls of Barbed wire owned by Mohammad Abdel-Salam Salah and also uprooted and stole 50 Grapevines owned by Husam Mustafa Salah.

Hebron:

  • On January 8th 2017, Israeli settlers positioned near "Kiryat Arba'" settlement located in east Hebron city stoned residents and vehicles travelling along the main road near the settlement.
  • On January 17th 2017, an Israeli settler vehicle travelling along a road near Jabal Jalis area located in the old city of Hebron ran over and injured the child: Layan Ayed Al-Razim {5 years old} and as a result left her hospitalized with contusions.

 Closure of Crossing Points

The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 160 occasions during the month of January 2017. The Israeli military closed crossing points within the Green Line on 102 occasions. It opened Beit Hanun (Erez) Crossing for 27 days for previously-coordinated humanitarian cases and foreign nationals and Karm Abu Salem (Karem Shalom) Crossing for 24 days for transportation of food supplies, humanitarian aid, and cooking gas. In addition to allowing in animal feed, construction cargo designated for UNRWA and internationally-funded projects was transported through the Crossing. Sufa Crossing was closed throughout the month. On the other hand, the Israeli authorities have continued to unilaterally close Ash Shuja’iya (Nahal ‘Oz) Crossing. Beginning on 02 March 2011, the Israeli authorities has also continued to completely close Al Muntar (Karnei) Commercial Crossing.

The Israeli military closed international crossing points on 58 occasions. Rafah Crossing was open for 4 days to allow access to civilians departing the Gaza Strip and to those arriving from Egypt. Yasser Arafat International Airport has remained closed since the outbreak of the second Intifada.
