The following summary tables and overview of events survey hostile Israeli activities during the period 01 March 2017 to 31 March 2017. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations. The information reported through the PMG process represents data available at the time of distribution only.

  • March 1st 2017: Israeli forces positioned near "Teena" settlement located in south Al-Thahriya town opened fire towards Sa'ed Mohammad Ali Al-Qaysi {24 years old} {A mentally ill patient}{A resident of Al-Thahriya town} for allegedly attempting to stab a Israeli settler and as a result killed him.
  • March 2nd 2017: The child Marwan Waleed Ayada {13 years old} was hospitalized with injuries after an Israeli settlers vehicle travelling near Beit Einoun village junction ran him over.
  • March 3rd 2017: Israeli forces positioned near Qalandiya Military Checkpoint fired rubber coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning and as a result injured 2 residents including a child : Ahmad Ali Ahmad Shihadeh (12 years old) and Diya' Mohammad Hajouj leaving them hospitalized.
  • March 5th 2017: Israeli forces raided Al-Bireh city, clashed with several residents, opened fire and launched Energa anti-tank rifle grenades as they surrounded a home then opened fire as they entered the home and killed Bassil Mahmoud Ibrahim Al-Araj {33 years old} {A resident of Al-Walaja village in Bethlehem} and seized his corpse and as a result injured 2 residents: Oday Nasser Iz-Aldin Masrouji and Mustafa Hassan Omar.
  • March 6th 2017: a group of Israeli settlers from "Gil'ad" settlement outpost located on land in Far'ata village assaulted several residents near the east area of the village and as a result injured the child: Mariyam Al-Saman and as a result left her hospitalized with contusions.
  • March 7th 2017: An Israeli settler driving a bus ran over Mutwali Ahmad Shubaki {62 years old} {a resident of Jinsafut village} near Jinsafut village junction and as a result left him hospitalized with life threatening injuries.
  • March 13th 2017: At dawn on March 13th 2017, Israeli forces positioned in Bab Al-Absat area in the old city of Jerusalem opened fire towards Ibrahim Mahmoud Matar Ishqirat {25 years old} {a resident of Jabal Al-Mukabir neighborhood in Jerusalem} and as a result killed him after he allegedly stabbed 2 Israeli soldiers.
  • March 17th 2017: Israeli forces positioned near Al-Arub camp fired live ammunition, rubber coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning and as a result killed the child Murad Yusef Abu Ghazi {17 years old} and critically injured Sayef Al-Din Saleem Rushdi {18 years old}.
  • March 22nd 2017: Israeli forces positioned behind the Green Lin launched tank artillery shells towards Al-Nahda neighborhood located in east Rafah city {which is located near the border fence} and as a result killed Yusef Sha'ban Abu Athra {18 years old}  and injured 2 others.
  • March 23rd 2017: Israeli forces positioned near a Military watch tower near “Bet El” settlement located along the main road leading to Al-Jalazoun camp opened fire towards a vehicle and as a result killed Mohammad Mahmoud Ibrahim Al-Hatab {17 years old} {A resident of Al-Jalazoun camp} and left 3 others critically injured.
  • March 29th 2017: Israeli forces positioned near Bab Al-Amoud area located in Jerusalem city opened fire towards Siham Rateb Nimr {49 years old} {a resident of Shu'fat camp in Jerusalem city} and as a result killed her {for allegedly attempting to stab an Israeli Soldier}.

The Israeli military carried out 25 attacks during confrontations between the Israeli military and Palestinians, 53 attacks from Israeli military posts on civilian homes and property, 105 from Military checkpoints towards Palestinian residents and vehicle and 46 during raids into Civilian populated areas.   • On March 28th 2017, Israeli forces stormed Khirbeit Al-Hama in the North Jordan Valley and removed a Mobile Home owned by Mahmoud Awwad Ayoub which was installed on March 25th 2017.
  • On March 28th 2017, Israeli forces stormed Al-Matar area in east Jericho city and demolished 3 homes for allegedly being built without a license.
  • On March 29th 2017, Israeli forces stormed Khilat Al-Nakhlah area located near Irtas village in south Bethlehem city and demolished a home {under construction} owned by Nabhan Mohammad Nasrallah for allegedly being built without a license

  • On March 31st 2017, Israeli forces stormed Khilat Al-Qutan area located in Irtas village and levelled 12 dunums {acres} of agricultural land owned by Ahmad Abu Sarour, Riyad Al-Abbassi, Mohammad Abu Laban, Omar Al-Afandi, Jamal Al-Zaghari, Bassam Al-Farahin, Hassan Shahin, Mustafa Al-Afandi and Hussien Hamash.

During the month of March 2017, the Israeli military arrested 507 Palestinians (495 the West Bank and 12 in the Gaza Strip). Closure

Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of January the Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).

The Israeli military installed 549 flying checkpoints in March 2017 (compared with 368 in February 2017 and 508 in January 2017) and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

Home Demolition

During the month of March 2017, the Israeli military demolished 14 Palestinian homes and residential tents, which consisted of the following: 

Jerusalem:

  • On March 1st 2017, Israeli forces stormed Al-Eisawiya village and demolished a home owned by Khaled Nimr Mahmoud for allegedly being built without a license.
  • On March 14th 2017, Israeli forces stormed Al-Eisawiya village and demolished a home {under construction} owned by Majdi Mustafa for allegedly being built without a license.

Attack on Public and Private property during March 2017 occurred as follows per District:

Jerusalem:

  • On March 1st 2017, Israeli forces stormed Al-Eisawiya village and demolished a home owned by Khaled Nimr Mahmoud for allegedly being built without a license.
  • On March 10th 2017, Israeli forces stormed Wadi Hulwa area in Silwan neighborhood in Jerusalem city and forced Arafat Qara'in demolish his storage room for allegedly being built without a license and imposed a financial penalty on him to demolish the storage room.
  • On the morning of March 14th 2017, Israeli forces sealed off and shut down the Mapping and Geographic Information Systems Department of the Arab Studies Society located in the Orient House located in Beit Hannina town of Jerusalem city for a period of 6 months and temporarily detained Khalil Tufakji {The center's director} then released him at a later time.
  • On March 22nd 2017, Israeli forces sealed off the 1st floor of home of Fadi Qanbar {who was killed by Israeli forces} in Jabal Al Mukabir neighborhood in Jerusalem city with concrete.

On March 23rd 2017, Israeli forces sealed off the 2nd floor of home of Fadi Qanbar {who was killed by Israeli forces} in Jabal Al Mukabir neighborhood in Jerusalem city with concrete.

Tubas:

  • On March 29th 2017, Israeli forces removed 9 families from their homes in Khirbeit Ras Al-Ahmar area located in the North Jordan valley from 17:00 on March 29th 2017 until 17:00 on March 30th 2017 for alleged military training in the area.
  • On March 29th 2017, Israeli forces removed 4 families from their homes in Khirbeit Hamsa Al-Foqa area located in the North Jordan valley from 17:00 on March 29th 2017 until 17:00 on March 30th 2017 for alleged military training in the area.

Nablus:

  • On March 7th 2017, Israeli forces demolished its interior walls of a steel mill owned by Mansour Majid Ghayth during their raid into Jama'in town after confiscating its equipment.
  • On March 29th 2017, Israeli forces stormed east Orif village and prevented several farmers from entering agricultural land in the area.

Jericho:

  • On March 27th 2017, Israeli forces demolished a barracks used as a steel mill owned by Anwar Mohammad Judah for allegedly being built without a license during their raid into Al-Jiftlik village.

Bethlehem:

  • On March 21st 2017, an Israeli Military vehicle rammed and damaged 2 vehicles owned by Manal Abu Hussien and Waheeb Thawabtah during clashes in Beit Fajjar town.

Confiscation of Property:

Jenin:

  • On March 22nd 2017, Israeli forces positioned at a flying checkpoint near Araba town junction confiscated a vehicle owned by Ibrahim Salah Dahbour {A PLC member} {A resident of Arraba town} after they detained him.
  • On March 27th 2017, Israeli forces confiscated a bulldozer owned by Mustafa Hassan Yassin during their raid into Beit Qad village.
  • On March 30th 2017, Israeli forces confiscated 3 computers from Iz Al-Dins Amarnah's home during their raid into Ya'bad town.

Tubas:

  • On March 22nd 2017, Israeli forces confiscated a tractor owned by Mohammad Nassrallah Al-Haroub and a vehicle owned by Hayil Turkman during their raid into Ibziq village in the North Jordan valley.
  • On March 30th 2017, Israeli forces confiscated a plotting device and a cellular telephone from the construction workers during their raid into Bardala village in the North Jordan valley area.

Tulkarem:

  • On March 23rd 2017, Israeli forces confiscated printing equipment and several tax return files owned by Muhanad Abu Hassan Ali Abu Salah after storming and searching "Al-Nahda" Print shop during their raid into Tulkarem city.

Qalqiliya:

  • On March 2nd 2017, Israeli forces confiscated 32 steel pipes {12 meters long and 10 inched in wide} owned by the Palestinian Water Authority in Al-Nabi Eliyas village while working on a project to install water pipe lines for the area.

Nablus:

  • On March 14th 2017, Israeli forces confiscated a Caravan owned by Tawfiq Abdel-Raheem Al-Haj Mohammad during his raid into Faroush Beit Dajjan village.
  • On March 30th 2017, Israeli forces confiscated a vehicle owned by Murib Mohammad Yusef Mahadna near the entrance of Assira Al-Shamaliya town.
  • On March 31st 2017, Israeli forces positioned at a flying checkpoint near Beit Ibba town junction confiscated a vehicle owned by Wadah Nabil Amer {A resident of Kafr Qalil} after detaining him.

Jericho:

  • On March 8th 2017, Israeli forces confiscated several trees owned by Mustafa Awajna during their raid into Jericho city.
  • On March 12th 2017, Israeli forces confiscated a Motorcycle owned by Ayman Daoud Salem as he was travelling along Al-Marshahat area located in west Jericho city after temporarily detaining him then released him after summoning him to report to Israeli Intelligence for questioning.
  • On March 14th 2017, Israeli forces confiscated 2 goats owned by Bajis Mahmoud Da'ajna {A resident of Fasayil village} in Fasayil village.
  • On Match 15th 2017, Israeli forces stormed Marj Al-Na'ja village and confiscated a tractor owned by Ashraf Ahmad Sharif Masaud {A resident of Marj Al-Na'ja village}.
  • On March 28th 2017, Israeli forces confiscated a Truck carrying concrete blocks near Abu Falah area in Al-Oja village.

Bethlehem:

  • On March 2nd 2017, Israeli forces confiscated printing equipment owned by Hussien Faraj as they stormed and searched a print shop during their raid into Al-Duhisheh camp in Bethlehem.
  • On March 2nd 2017, Israeli forces confiscated surveillance camera footage from a merchant shop owned by Nichola Odah Bashar during their raid into Beit Jallah city.
  • On March 14th 2017, Israeli forces confiscated a vehicle owned by Jamal Aliyan Yusef Raba'ya {A resident of Al-Ubidiya town} after detaining him in "Malee Adumim" settlement.
  • On March 17th 2017, Israeli forces confiscated a computer and surveillance camera footage owned by Nasser Darwish {A resident of Ayda camp} as they summoned him to report to Israeli Intelligence for questioning during their raid into Bethlehem city, Ayday camp and Al-Khader town,
  • On March 21st 2017, Israeli forces confiscated a computer owned by Abdel-Mu'ti Mahmoud Al-Odah during their raid into Bethlehem city.
  • On March 23rd 2017, Israeli forces confiscated a bulldozer and a cement truck from Al-Mughrabi Construction Company during their raid into Um Salmuna village.

  • On March 9th 2017, Israeli forces confiscated a computer owned by Samira Abdallah Mahmoud Halayka {A PLC member} after detaining her during their raid into Al-Shiyoukh town.
  • On March 9th 2017, Israeli forces confiscated a vehicle owned by Khaled Mohammad Sa'id Za'aqiq after detaining him during their raid into Beit Ummar town.
  • On March 17th 2017, Israeli forces confiscated a vehicle owned by Yusef Abdel-Azziz Qazaz after they detained him during their raid into Dura town.
  • On March 21st 2017, Israeli forces confiscated a cellular telephone and a computer owned by Mohammad Ismail Al-Tal {A PLC member} after detaining him in Al-Thahriya town.
  • On March 27th 2017, Israeli forces confiscated surveillance camera footage from the home of Firas Abdallah Abu Hatem during their raid into Tarqumiya town.

  • On March 29th 2017, Israeli forces confiscated equipment owned by Taysir Abu Subieh after storming and searching a steel mill during their raid into Hebron city and Yatta town.

North Gaza:

  • On March 23rd 2017, Israeli Naval forces confiscated a Palestinian fishing boats off the shores Gaza city after detaining 2 fishermen.
  • Settlement Activity:
  •  On March 1st 2017, Israeli forces served renewal of military order number: T/36/03 confiscation of 142.2 Dunems {acres} of land in Quffin, Baqa Al-Sharqiya, Zieta and Alaar town as well as Nazlat Issa village located near the wall until December 31st 2019.
  • On March 1st 2017, Israeli forces extended Military order # T/26/02 which confiscates 169.436 Dunums {Acres} of land in Jayyous and Falamiya village located near the Annexation wall until December 31st 2019.
  • On March 6th 2017, Israeli forces stormed the south area of Nihalin village and levelled a plot of land planted with several trees.
  • On March 30th 2017, Israeli forces confiscated 977 dunums {acres} of land in Sinjil town, Qaryout, Al-Sawiya and Al-Labban Al-Sharqiya villages located in south Nablus district for settlement construction.
  • On March 30th 2017, Israeli forced stormed Khilat Al-Za'rafan area located in east Bruqin town which is located near "Ara'el" settlement industrial zone and levelled 20 dunums of land for the purpose of settlement expansion.
  • On March 31st 2017, Israeli forces stormed Khilat Al-Qutan area located in Irtas village and levelled 12 dunums {acres} of agricultural land owned by Ahmad Abu Sarour, Riyad Al-Abbassi, Mohammad Abu Laban, Omar Al-Afandi, Jamal Al-Zaghari, Bassam Al-Farahin, Hassan Shahin, Mustafa Al-Afandi and Hussien Hamash.

 

  • Settler Violence

Settler violence occurred during the month of March 2017 including:

Jerusalem:

  • On March 4th 2017, a group of Israeli settlers from "Malee Mikhmas" settlement located west of Mukhmas village attempted to steal a herd of goats owned by Ayed Thalji Abu Ali before local residents prevented them and forced them to leave the area.
  • On March 11th 2017, a group of Israeli settlers stormed the French hills area in Jerusalem city and assaulted the child Malik Siyam {16 years old}{A resident of Jerusalem city}.
  • On March 11th 2017, Israeli settlers positioned at Mukhmas village junction stoned the vehicle owned by Jamal Fawaz Al-Khatib {A resident of Hizma town} and as a result shattered the vehicle windshield.
  • On March 16th 2017, two Israeli settlers assaulted Fadi Ayad {A Taxi Driver} {a resident of Beit Safafa village} in Jerusalem city and as a result left him hospitalized with contusions.
  • On March 19th 2017, Israeli settlers assaulted Musa Khaled Al-Omari {A resident of Al-Suna neighborhood} in Jerusalem city and as a result left him hospitalized with contusions.
  • On March 31st 2017, a Israeli settlers levelled a plot of land in east Mukhmas village then withdrew under the protection of Israeli Military forces.
  • On March 31st 2017, a group of Israeli settlers stormed east Jaba' village and placed Mobil homes on a plot of land in an attempt to confiscate it for settlement construction during which they assaulted several residents who attempted to prevent the confiscation then withdrew under the protection of Israeli forces without dismantling the Mobile home

Ramallah:

  • On March 14th 2017, a group of Israeli settlers stormed Al-Tabbun area in Al-Mughayyir village then set up several caravans, placed barbed wire around the area opened a road connecting the area to a nearby settlement bypass road in an attempt to establish a new settlement outpost.
  • On March 15th 2017, Israeli settlers stormed agricultural land in Deir Dibwan town and assaulted several residents and chased them out of the area.
  • On March 23rd 2017, Israeli settlers positioned near Al-Mazra’a Al-Gharbiya village stoned Kamal Shartih.
  • On March 29th 2017, Israeli settlers stormed Al-Janiyat village and clashed with several residents before fleeing the area.

Jenin:

  • On March 15th 2017, Israeli settlers stormed the area of "Homish" settlement and stole a goat from a Sheppard who was herding his livestock in the area then stoned several residents.

Tubas:

  • On March 2nd 2017, Israeli settlers stormed a plot of land in Kuzah area in the North Jordan valley and chased several shepherds who were herding their sheep in the area.
  • On March 4th 2017, a group of Israeli settlers stormed agricultural land in Al-Hama area located in the North Jordan valley then chased several Shepherds herding their sheep from the area.
  • On March 5th 2017, a group of Israeli settlers stormed agricultural land in Khilat Hamad area in the North Jordan valley and chased away several shepherds herding their goats in the area.

Qalqiliya:

  • On March 6th 2017, a group of Israeli settlers from "Gil'ad" settlement outpost located on land in Far'ata village assaulted several residents near the east area of the village and as a result injured the child :Mariyam Al-Saman and as a result left her hospitalized with contusions.

Nablus:

  • On March 4th 2017, Israeli settlers stormed Huwar town, stormed Mohammad Yusef Odeh's home then withdrew under the protection of the Israeli Military.
  • On March 5th 2017, a group of Israeli settlers stormed Burin village, opened fire as they attempted to storm into a home {under construction} owned by Bashar Al-Dakhil during which local residents were able to prevent the settler attack forcing them leave the area.
  • On March 7th 2017, an Israeli settler driving a truck near Jinsafut village junction ran over Mitwali Ahmad Shubaki {62 years old} {a resident of Jinsafut village} and as a result left him hospitalised with contusions.
  • On March 8th 2017, a group of Israeli settlers stormed agricultural land in Qusra village and stole agricultural equipment owned by Foad Yusef Hassan
  • On March 9th 2017, Israeli settlers assaulted Abdel-Basset Ahmad {A resident of Assirah Al-Shamaliya village} as he was herding his goats.
  • On March 16th 2017, several armed Israeli settlers stormed Burin village and stoned a boys secondary school after it took photographs of several school children then attempted to enter the school during which the school administration and guards were able to prevent them from breaking into the school.
  • On March 22nd 2017, Israeli settlers positioned near "Bargha" settlement stoned 2 residents: Akram Musbah Omran and Mushier Riziq {both residents of Burin village}.
  • On March 23rd 2017, a group of Israeli settlers levelled a plot of land in Qaryut village.
  • On March 25th 2017, a group of Israeli settlers positioned near “Yitzhar” settlement stoned residents and vehicles travelling near the settlement.
  • On March 27th 2017, Israeli settlers positioned near "Yizhar" settlement junction stoned residents and vehicles travelling near the settlement
  • On March 29th 2017, Israeli settlers stormed Al-Masaudiya area located near Burqa village then searched residents and vehicles
  • On March 30th 2017, group of Israeli settlers from "Yitmar" settlement stormed Al-Fajim area located in east Aqraba town and forced local residents who were herding goats in the area to leave the area.
  • On March 31st 2017, a group of Israeli settlers stormed Khirbeit Tana area located east Beit Furiq town.
  • On March 31st 2017, Israeli settlers stormed Orif villages and assaulted a resident driving a tractor then withdrew under the protection of Israeli forces.

Salfit:

  • On March 6th 2017, Israeli settlers driving vehicles stormed Kafil Harris town and conducted Talmudic rituals near a religious site in the area.
  • On March 16th 2017, Israeli settlers driving 3 vehicles stormed Kafil Harris town while attempting to enter a religious site in the area.

Bethlehem:

  • On March 3rd 2017, a group of Israeli settlers stormed the west entrance of Teqou' town, blocked the entrance thus preventing residents and vehicles from entering the area then withdrew under the protection of Israeli Military forces.
  • On March 8th 2017, a Israeli settler vehicle travelling along Al-Nashash area junction {located at the south entrance of Bethlehem city} ran over Ahmad Khaled Abu Rajab {A resident of Hebron city} and as a result left him hospitalized with contusions.
  • On March 11th 2017, a group of Israeli settlers stormed agricultural land in Um Jamjoum area located in Nihalin village and chopped the limbs of 30 Olive trees owned by Issa Mohammad Khalil Fanoun.
  • On March 16th 2017, a group of Israeli settlers stormed agricultural land in Al-Khader town and up rooted 90 Grape vines owned by Nader Abdel-Salam Salah.

Hebron:

  • On March 2nd 2017, an Israeli settler’s vehicle travelling near Beit Einoun village junction ran over the child Marwan Waleed Ayada {13 years old} and as a result left him hospitalized.
  • On March 4th 2017, a group of Israeli settlers from "Talim" settlement located in south east Tarqumiya town assaulted Adli Mahmoud Ismail Abu Rish {A resident of Beit Kahil town} as he was herding his goats near the settlement and then stole 2 goats.
  • On March 9th 2017, a group of Israeli settlers from "Magon" settlement stormed agricultural land in Al-Tuwani village located in east Yatta town, chopped down several Olive trees and sprayed toxic chemicals on agricultural crops owned by Fadil Gibril Musa Rib'i.
  • On March 12th 2017, a group of Israeli settlers attempted to storm a Kindergarten located near Qartaba School located at Al-Shuhada road located in the old city of Hebron.
  • On March 13th 2017, a group of Israeli settlers assaulted several residents near Al-Shalalat road in the old city of Hebron city.
  • On March 18th 2017, a group of Israeli settlers from "Havat Magon" settlement outposts stormed agricultural land in Al-Tuwani village then stoned and threw glass towards members of Abu Qubtiya family as they were farming their land in the area.
  • On March 18th 2017, Israeli settlers from "Kiryat Arba'" settlement stormed Al-Jabr neighborhood in the old city of Hebron and stoned the vehicle of Aref Jabr as he was travelling home and as a result shattered his windshield.
  • On March 21st 2017, Israeli settlers positioned near "Mitsabi Ya'ar" settlement located in south Yatta town opened fire towards several residents who were herding goats in the area.
  • Closure of Crossing Points

The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 167 occasions during the month of March 2017. The Israeli military closed crossing points within the Green Line on 109 occasions. It opened Beit Hanun (Erez) Crossing for 24 days for previously-coordinated humanitarian cases and foreign nationals and Karm Abu Salem (Karem Shalom) Crossing for 22 days for transportation of food supplies, humanitarian aid, and cooking gas. In addition to allowing in animal feed, construction cargo designated for UNRWA and internationally-funded projects was transported through the Crossing. Sufa Crossing was closed throughout the month. On the other hand, the Israeli authorities have continued to unilaterally close Ash Shuja’iya (Nahal ‘Oz) Crossing. Beginning on 02 March 2011, the Israeli authorities has also continued to completely close Al Muntar (Karnei) Commercial Crossing.

 

 

 

The Israeli military closed international crossing points on 58 occasions. Rafah Crossing was open for 4 days to allow access to civilians departing the Gaza Strip and to those arriving from Egypt. Yasser Arafat International Airport has remained closed since the outbreak of the second Intifada.
