The following summary tables and overview of events survey hostile Israeli activities during the period 01 September 2017 to September 30 2017. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations. The information reported through the PMG process represents data available at the time of distribution only. 

Sample of Israeli Violations during the Month of September  2017

  • 1 September: Israeli forces fired rubber coated steel bullets, stun and tear gas grenades towards several residents who were participating in demonstrations against the closure of the east entrance of Kafr Qaddum village, injured a child and left several others suffocated from tear gas inhalation.
  • 1 September: an Israeli settler vehicles ran over the child Samira Alaa Al-Ja'barii {6 years old} in the old city of Hebron and as a result left her hospitalized with contusions.
  • 3 September: Raed Assad Al-Salhi {21 years old} {a resident of Al-Duhisheh camp in Bethlehem city} died of injuries sustained as he was being detained on August 9th 2017.
  • 4 September: Israeli forces fired rubber coated steel bullets; stun and tear gas grenades towards several residents for alleged stoning during their raid into Al-Nabi Saleh village and as a result injured the child: Mohammad Mujahid Al-Tamimi {15 years old}.
  • 5 September: Israeli forces fired live ammunition; rubber coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning as they stormed and searched several homes and as a result injured the child Mohammad Firas Sawalmah {16 years old}.
  • 5 September: Israeli forces fired rubber coated steel bullets, stun and tear gas grenades towards several school children for alleged stoning during their raid into Shu'fat camp in Jerusalem city and as a result injured he child Ibrahim Marar {12 years old}.
  • 6 September: a group of Israeli settlers assaulted the child: Osama Jamil Daghlas {16 years old} {a resident of Burqa village} as he was near "Homish" settlement {which is abandoned} located in North Burqa village and as a result left him hospitalized with cuts and contusions.
  • 9 September: a group of Israeli settlers positioned in the old city of Hebron stoned Hala Mahmoud Abu Rajab and as a result left her hospitalized with contusions.
  • 11 September: Israeli forces positioned near the entrance of Teqou' town fired rubber coated steel bullets, stun and tear gas grenades towards several residents for alleged stoning and as a result injured Sayf Al-Din Al-Amour.
  • 16 September: Israeli forces fired rubber coated steel bullets, stun and tear gas canisters towards several residents for alleged stoning during their raid into Iraq Burin village and as a result injured the child Jaber Hakam Khalid Qaddus {16 years old}.
  • 26 September: Nomer Mahmoud Ahmad Al-Jamal {37 years old} {A resident of Beit Surik village} was killed after Israeli forces opened fire towards him near the entrance of "Har Adar settlement" located in the area between Beit Surik and Qutna villages after he allegedly opened fire towards several Israeli soldiers and as a result killed 3 Israeli soldiers and critically injured another.
  • 26 September: An Israeli settler driving a vehicle along the main road near the entrance of Al-Arub camp ran over Tamara Nura Khalil Ayash and as a result left her hospitalized.

  • On September 27th 2017, Israeli forces positioned at a flying checkpoint located at Sabah junction in Hebron city seized a Palestinian Police vehicle then released them at a later time.

  • September 27th 2017: Israeli forces raided Biddu town, occupied the rooftops of 2 homes owned by Bassam Al-Sheikh and Mohammad Saleem Al-Khadour and converted them into Military posts.

Nablus:

  • September 14th 2017: Israeli forces occupied the rooftop of a building {under construction} owned by Ali Saleh Awad located in Al-Ein area and converted it into a military post during their raid into Awarta village.

  • September 18th 2017: Israeli forces demolished an Apartment {under construction} in a building owned by the sons of Issa Abdel-Fattah Al-Matour {who is deceased} in Al-Za'im village for allegedly being built without a license.

  • September 27th 2017: The Israeli forces closed the entrance of the tunnel connecting the towns and villages of northwest Jerusalem (consisting of 16 towns and villages) with the governorate of Ramallah, through an iron gate and the dirt road connecting the town of Bidu and the village of Beit Duqu, West of the town of Bidu, the town of Beit Anan, the villages of Qubeibeh and Beit Duku, and the road connecting the towns of Beit Anan and Beit Liqya, obstructed the study in some 50 schools with more than 4,000 students in schools in the north-west Jerusalem towns and villages, Schools.

Closure

Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of January the Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).

The Israeli military installed 356 flying checkpoints in September 2017 (compared with 405 in August 2017 and 527 in July 2017 and) and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

Attack on Public and Private property occurred as follows per District:

Jerusalem:

  • September 11th 2017: Israeli forces levelled part of the concrete fence surrounding Al-Shuhada' Cemetery located in Bab Al-Absat area {A main gate entrance leading to Al-Aqsa Mosque compound} in Jerusalem city and leveled the surrounding area in order to begin stages of developing a settlement park.
  • September 19th 2017: Israeli forces demolished a car wash owned by Osama Badr in Beit Hanina town for allegedly being built without a license.

Jenin:

  • September 27th 2017: Israeli forces placed cement blocks and a 400 m long and 3 m high barbed wire fence along the main road connecting Ya'bad and Imrehat village thus preventing farmers from accessing their agricultural land.

Tubas:

  • September 27th 2017: Israeli forces stormed Khirbet Atouf village and levelled a water pipe network used for agricultural purposes and also leveled agricultural road used by farmers to access their agricultural land.

Tulkarem:

  • September 10th 2017: Israeli forces set fire to a rooftop of a home after a tear gas canister exploded during clashes in Tulkarem city.
  • September 19th 2017: Israeli forces stormed Ramin village, levelled a plot of agricultural land and uprooted Olive trees owned by Tarik Haza' Masaud Hamad {A resident of Ramin village} for being located in the area of a road which is to be constructed.

Qalqiliya:

  • September 29th 2017: Israeli forces prevented several farmers from collecting olive harvests from their agricultural land in Azzun town which is located near "Ma'ali Shamron" settlement.

Salfit:

  • September 25th 2017: Israeli forces demolished a car wash owned by Ammar Khalil Abdel-Alah and 2 livestock sheds owned by Tayseer Abdel-Khaliq and Rafiq Khalil Abdallah in Deir Ballout for allegedly being built without a license.

Jericho:

  • September 13th 2017: Israeli forces demolished 8 homes {including 3 home under construction} and 6 concrete walls during their raid into Satih area located in Jericho city for allegedly being built without a license.

Bethlehem:

  • September 16th 2017: Israeli forces halted work on a road funded by the Basque Cooperation and Development Agency through the Association for Cooperation CPP in Wadi Al-Shami area located in Al-Khader town near "Danail" settlement.
  • September 24th 2017: Israeli forces closed an office supplies store owned by Jamal Ibrahim Faraj until October 17th 2017 during their raid into Al-Duhisheh camp in Bethlehem city.

Hebron:

  • September 11th 2017: Israeli forces stormed Um Al-Khier village located in east Yatta town and installed a barbed wire steel fence around a plot of land {approximately 200 acres} owned by Al-Hathalin, Abu Hameed and Awad families in an attempt to confiscated the land.
  • September 25th 2017: Israeli forces demolished a storage room {used a stone cutting factory} owned by Saber Zamar Abu Mariya located near the entrance of Beit Ummar town.

Jerusalem:

  • September 18th 2017: Israeli Forces confiscated building tools from an under construction building located in the area of Al Abbasieh in Silwan.

Ramallah:

  • September 5th 2017: Israeli forces confiscated a computer and a printer after storming "Nour" Print shop during their raid into Ramallah city.
  • September 15th 2017: Israeli forces confiscated a computer and surveillance camera footage from a home owned by Jamal Al-Amousi during their raid into Beitunia town.
  • September 16th 2017: Israeli forces confiscated surveillance camera footage from a home owned by Husam Jamal and Hamood Jamal during their raid into Beitunia town.

Jenin:

  • September 5th 2017: Israeli forces confiscated steel mill equipment owned by Mustafa Sadeq Al-Arrada and Naji Tawfiq Al-Arada during their raid into Arraba town.
  • September 11th 2017: Israeli forces positioned at a flying checkpoint located near the entrance of Al-Silah Al-Harthiya town confiscated a Motorcycle owned by Mohammad Abdallah Jaradat {A resident of Al-Silah Al-Harthiya town}.
  • September 11th 2017: Israeli forces confiscated a Motorcycle driven by the child: Mahmoud Kamal Abarah {13 years old} {A resident of Al-Yamoun town} after they detained him.
  • September 25th 2017: Israeli forces confiscated a cargo truck carrying 3 tons of Charcoal owned by Sanad Fathi Atarat as he was driving near "Salem" military base.

Tubas:

  • September 3rd 2017: Israeli forces confiscated an agricultural tractor owned by Ashraf Ibrahim Ali Sawafta after detaining him during their raid into Bardala village.
  • September 6th 2017: Israeli forces confiscated as tractor and a Welding Machine owned by Jamal Mohammad Qassim Bani Odeh and a vehicle owned by Abdel-Nasser Abdel-Raziq in Ras Al-Hamra area in the North Jordan valley.
  • September 10th 2017: Israeli forces confiscated 3 vehicles owned by Burhan Daraghma, Hijazi Daraghma and Nadeem Draghma in Ras Al-Hamra area located in the North Jordan valley.
  • September 12th 2017: Israeli forces positioned in Um Al-Aber area located in the North Jordan valley confiscated 2 cows and 50 Plastic water barrels owned by Jamal Mustafa Draghma.
  • September 13th 2017: Israeli forces positioned in Ras Al Hamra area located in the North Jordan valley area confiscated a vegetable shipping truck owned by Ammar Wakhima.
  • September 24th 2017: Israeli forces confiscated 4 vehicles and an agricultural tractor owned by Abd al-Nasser Abdul Razek Daraghmeh (two vehicles), Rawhi Ahmad Bazour (vehicle), Ahmed Diab Abu Khizran (vehicle) and Abdul Nasser Abdul Nasser Abdul Razek Daraghmeh (agricultural tractor) in Ras Al-Ahmar and Al-Buqi'ya area's and in Khirbet Atouf village.
  • September 27th 2017: Israeli forces confiscated an agricultural tractor and a water tank truck owned by Jamil Mahmoud Salem Sawafta in Khilat Al-Khanzir area located near Bardala village in the north Jordan valley area.

Qalqiliya:

  • September 16th 2017: Israeli forces confiscated a Bulldozer during work on paving a road for the local Village council in Kafr Qaddum village.

Salfit:

  • September 15th 2017: Israeli forces confiscated surveillance camera footage as they stormed a gas station during their raid into Deir Istiya town.
  • September 22nd 2017: Israeli forces confiscated surveillance camera footage as they stormed "Al-Salman" Gas station during their raid into Deir Istiya town.

Bethlehem:

  • September 25th 2017: Israeli forces confiscated surveillance camera footage as they stormed and searched a gas station owned by Adnan Ibrahim Da'ajna during their raid into Teqou town.
  • September 27th 2017: Israeli forces positioned at Al-Makhrour area located in west Beit Jallah city confiscated a bulldozer owned by Ramzi Qaysiya as he was working on agricultural land constructing a concrete wall

Hebron:

  • September 4th 2017: Israeli forces confiscated 2 bulldozers owned by Al-Samou' town Municipality as it was paving a road in Rafat area of the town.
  • September 5th 2017: Israeli forces confiscated 3,400 NIS and 1750 JD and a vehicle owned by: Arafat Jamjoom including sums of cash and another vehicle belonging to Jawad Bahr al-Natsheh and JD 1950 from the citizen: Bahaa al-Zaghair during their raid into Hebron city.
  • September 6th 2017: Israeli forces confiscated a confiscated 16,000 NIS and a vehicle owned by Saad Saadi.
  • September 7th 2017: Israeli forces confiscated several documents owned by Nizar Ramadan after storming his print shop during their raid into Hebron city.
  • September 13th 2017: Israeli forces confiscated 48000 NIS owned by Bader Abdallah Idris after detaining him during their raid into in Ruq'a area located in Yatta town.
  • September 15th 2017: confiscated 3 computers and Jewelry worth 20000 NIS after storming and searching the home of Nizar Sami Abu Arqoub during their raid into Al-Sammou' town.
  • September 15th 2017: Israeli forces confiscated surveillance camera footage from the home of Mohammad Fakhri Da'na in Wadi Al-Nasari located in the old city of Hebron.
  • September 19th 2017: Israeli forces confiscated a computer owned by Ashraf Mohammad Nassar after storming and searching hi print shop during their raid into Yatta town.
  • September19th 2017: Israeli forces confiscated a vehicle owned by Sufiyan Jamoum during their raid into Hebron city.
  • September 29th 2017: Israeli forces confiscated surveillance camera footage from a store owned by Fahed Riyad Al-Qawasmi during their raid into Hebron city.

  • September 19th 2017: Israeli forces confiscated a fishing boat off the shores of Al-Waha area located in North West Beit Lahiya town.

  • September 3rd 2017: Israeli Authorities approved plans to begin construction on "Amichai" settlement near "Shilo" settlement which is located on land in south Jalloud and Qaryout villages in Nablus district.

26 incidents of Settler violence occurred during the month of September 2017 including:

Jerusalem:

  • September 3rd 2017: a group of Israeli settlers assaulted Fadi Subieh {A resident of Shu'fat neighborhood in Jerusalem city} as he was returning from work at "Pizgat Za'iv" settlement in Jerusalem city and as a result left him hospitalized with contusions.
  • September 4th 2017: a group of Israeli settlers stormed Wadi Hilwah area in Silwan neighborhood of Jerusalem city and attempted to build a room in front of a home owned Salah family.

Tubas:

  • September 14th 2017: a group of Israeli settlers positioned in Khilit Hamad and Khilit Al-Jamal area's in the North Jordan Valley then chased away several shepherds and prevented them from herding their lives stocks
  • September 29th 2017: a group of Israeli settlers stormed Khilat Hamad area located in the North Jordan valley and chased away several shepherds from agricultural land in the area.

Nablus:

  • September 4th 2017: a group of Israeli settlers installed several mobile home and caravans on land located in Jalloud village located near the new settlement "Amichai" and also paved a road in order to establish a new settlement outpost.
  • September 6th 2017: a group of Israeli settlers assaulted the child: Osama Jamil Daghlas {16 years old} {a resident of Burqa village} as he was near "Homish" settlement {which is abandoned} located in North Burqa village and as a result left him hospitalized with cuts and contusions.
  • September 7th 2017: a group of Israeli settlers stormed land in Al-Sawiya village located near "Rahalim" settlement and chopped off the limbs of 43 Olive trees owned by Jum'a Mohammad Khier Allah.
  • September 15th 2017: a group of Israeli settlers from "Bargha" settlement located in south Nablus city stormed agricultural land in Kafr Qalil village, broke off the limbs of several Olive trees then withdrew from the area under the protection of the Israeli Military.
  • September 24th 2017: a group of Israeli settlers stormed Kafr Qalil village and set fire to several Olive trees located near Huwwara military checkpoint.
  • September 24th 2017: a group of Israeli settlers positioned at the vicinity of Huwwara Military checkpoint stoned residents and vehicles passing through the checkpoint
  • September 25th 2017: Israeli settlers {for the 2nd consecutive day} levelled a plot of residential owned land in Deir Al-Hatab village located near "Alon Moriya" settlement in north east of the village which is owned by 5 residents.
  • September 27th 2017: a group of Israeli settlers stormed agricultural land in Al-Mansra area located in south Kafil Qalil village and surrounded several residents {including}: Ziyad Fathi Mansour then withdrew at a later time.
  • September 27th 2017: Israeli forces positioned near "Yitshar" settlement stoned residents and vehicles passing along the road near the settlement then withdrew at a later time.

Bethlehem:

  • September 5th 2017: An Israeli settler vehicle travelling near "Betar Eliyat" settlement ran over Khalil Mahmoud Jamil Abu Mariya {A resident of Beit Ummar town in Hebron District} and as a result left him hospitalized with contusions.
  • September 25th 2017: a group of Israeli settler from "Irfat" settlement located in south Al-Khader town pumped solid wast from the settlement onto residential owned agricultural land planted with Grape Vines and as a result damaged several grape vine crops

Hebron:

  • September 1st 2017: An Israeli settler vehicles ran over the child Samira Alaa Al-Ja'barii {6 years old        } in the old city of Hebron and as a result left her hospitalized with contusions.
  • September 4th 2017: a group of Israeli settlers from "Karami'l" settlement located near Um Al-Khier village located in east Yatta town stoned residents and homes owned by Al-Hithalin family in Um Al-Kheir village.
  • September 4th 2017: a group of Israeli settlers From: Karam’il" settlement located near Um Al-Khier village located in east Yatta town stoned residents and homes in Um Al-Khier village.
  • September 8th 2017: a group of Israeli settlers under the protection of the Israeli Military stormed Jalal area located in West Beit Ummar town and performed Talmudic rituals then went to archaeological sites in the area.
  • September 9th 2017: a group of Israeli settlers positioned in the old city of Hebron stoned Hala Mahmoud Abu Rajab and as a result left her hospitalized with contusions.
  • September 13th 2017: a group pf Israeli settlers from “Yitzhar” settlement stormed agricultural land in Burn village and chopped off the limbs of 27 Olive trees owned by Rutayba Qadus.
  • September 16th 2017: a group of Israeli settlers under the protection of Israeli Military forces stormed Um Al-Khier village located in east Yatta town and assaulted 7 local and International peace activists {who confronted them for attempting to place barbed wire fencing around a plot of land in an attempt to confiscate it} and as a result left the peace activists injured with contusions.
  • September 25th 2017: An Israeli settler vehicle travelling along the bypass road near Beit Einoun village ran over the child Ahmad Atef Al-Matour {17 years old} and as a result left him hospitalized with contusions.
  • September 26th 2017: An Israeli settler driving a vehicle along the main road near the entrance of Al-Arub camp ran over Tamara Nura Khalil Ayash and as a result left her hospitalized.

 Closure of Crossing Points

The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 163 occasions during the month of September 2017. The Israeli military closed crossing points within the Green Line on 109 occasions. It opened Beit Hanun (Erez) Crossing for 23 days for previously-coordinated humanitarian cases and foreign nationals and Karm Abu Salem (Karem Shalom) Crossing for 18 days for transportation of food supplies, humanitarian aid, and cooking gas. In addition to allowing in animal feed, construction cargo designated for UNRWA and internationally-funded projects was transported through the Crossing. Sufa Crossing was closed throughout the month. On the other hand, the Israeli authorities have continued to unilaterally close Ash Shuja’iya (Nahal ‘Oz) Crossing. Beginning on 02 March 2011, the Israeli authorities has also continued to completely close Al Muntar (Karnei) Commercial Crossing.

 

 

 

The Israeli military closed international crossing points on 54 occasions. Rafah Crossing opened for six days. Yasser Arafat International Airport has remained closed since the outbreak of the second Intifada.
