The following summary tables and overview of events survey hostile Israeli activities during the period 01 September 2019 to September 30 2098. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations. The information reported through the PMG process represents data available at the time of distribution only.

Analysis of Events
Killings
A total of 5 residents were killed by Israeli forces during the month of September 2019 {2 in the West Bank and 3 in Gaza}:
- September 6th 2019: Israeli forces positioned behind the Green Line fired live ammunition; rubber coated steel bullets, stun and tear gas canisters towards several demonstrators in east Jabaliya town during the march of return and as a result killed the child: Ali Sami Ali Al-Ashqar {17 years old} {a resident of Jabaliya camp}, injured 29 resident and left several others suffocated from tear gas inhalation.
- September 6th 2019: Israeli forces positioned behind the Green Line fired live ammunition, rubber coated steel bullets, stun and tear gas canisters towards several demonstrators in east Gaza city during the march of return and as a result injured killed the child Khalid Abu Bakr Mohammad Sufiyan Al-Rab'i {14 years old} {a resident of Al-Shija’iya neighbourhood located in east Gaza city}, injured 16 residents and left several others suffocated from tear gas inhalation.
- September 8th 2019: Bassam Ameen Mohammad Al-Sayah {47 years old} {a resident of Nablus city} {A Palestinian Detainee} died at an Israeli hospital because of Medical negligence.
- September 18th 2019: Israeli forces killed Nayfa Mohammad Ka'abna {50 years old} {a resident of Ramoun village in Ramallah & Al-Bireh district} after opening fire towards her at Qalandiya Military checkpoint.
- September 27th 2019: Israeli forces killed Saher Awadallah Jir Othman {20 years old} {a resident of Tel Al-Sultan neighborhood located in Rafah city} after opening fire towards demonstrators in east Rafah city.
Injuries
A total of 319 injuries were reported in the month of September 2019 (42 Palestinians in the West Bank and 277 in the Gaza Strip). Injuries included 7 children and 2 Journalist.
Arrests
During the month of September 2019, the Israeli military arrested 484 Palestinians (469 in the West Bank and 15 in the Gaza Strip). The majority of arrests took place in the districts of Jerusalem (127); Ramallah (50); Jenin (35); Tubas (5); Tulkarem (19); Qalqiliya (32); Nablus (46); Salfit (18); Jericho (8); Bethlehem (36); Hebron (93),North Gaza (5),Central Gaza (3) Khan Yunis (5) and Rafah (2). Closure
Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of September 2018 9he Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).
The Israeli military installed 382 flying checkpoints in September 2019 (387 in August compared with 383 in July 2019) and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

The Israeli military set up 382 Flying checkpoints in the month of September 2019 and searched Palestinian civilians and vehicles in and around Palestinian residential areas in the districts of Jerusalem (11); Ramallah (48); Jenin (7);Tubas (3), Tulkarem (4); Qalqiliya (53); Nablus (59); Salfit (24); Jericho (39); Bethlehem (85) and Hebron (49).
Raids
The Israeli military carried out a total of 488 raids in Palestinian residential areas during the month of September 2019, including 477 in the West Bank and 11 in the Gaza Strip. A total of 255 attacks were reported to have taken place during the month of September 2019 (138 in the West Bank and 117 in the Gaza Strip).
The Israeli military carried out 70 attacks from Israeli military post on civilian homes and property, 50 from Military checkpoints towards Palestinian residents and vehicle and 88 during raids into Civilian populated areas. Palestinian Attacks:
During the month of September 2019, Palestinian gunmen broke the ceasefire agreement on 5 occasions:
- September 7th 2019 Palestinian Gunmen broke the ceasefire agreement by opening fire towards the border fence in Rafah district and launched a missile from a Drone towards an Israeli Military vehicle near the border fence.
- September 9th 2019: Palestinian gunmen opened fire towards Israeli Military vehicles near the border fence in east Khan Yunis city.
- September 10th 2019: Palestinian Gunmen launched 2 projectiles towards the Green Line.
- September 11th 2019: Palestinian Gunmen launched 3 projectiles towards the Green Line.
Attacks on residential areas in West Bank and Gaza districts
Home Demolition
During the month of September 2019, the Israeli military demolished 13 Palestinian homes and residential tents, which consisted of the following:
- September 2nd 2019: Israeli forces demolished a home {under-construction} owned by Billal Aliyan Othman Al-Rajabi in Jabal Juhar area located in the old city of Hebron for allegedly being built without a license.
- September 3rd 2019: Israeli authorities demolished a home {90 square- meters} owned by Mohammad Ahmad Abu Al-Hawa in Al-Tur neighbourhood in Jerusalem city for allegedly being built without a license.
- September 3rd 2019: Israeli authorities in Silwan neighbourhood in Jerusalem city forced Jamil Haza' Masalmat to demolish his home for allegedly bring built without a license after receiving an order for demolition and threatening to fine him in the event that the Israeli Military implemented the demolition.
- September 11th 2019: Israeli forces demolished 2 buildings {under construction consisting of 4 apartments and 3 apartments respectively} owned by Samer Abu Zeid, under the pretext of being unlicensed and located near the apartheid wall.
- September 11th 2019: Israeli forces demolished a cravan and a tent owned by Maher al-Hamamdeh in al-Muqtara area, and a caravan used for housing owned by Mahmoud Hussein Hamamdeh in al-Rikiz area located in east Yatta town.
- September 16th 2019: Israeli forces demolished a home owned by Mustafa Abed Rabbo in Al-Walja village for allegedly being built without a license. September 24th 2019:
- September 24th 2019: Israeli forces demolished an Apartment {under construction} which is owned by Issa Mohammad Khalil which located on the third floor of a building in Al-Tur neighbourhood in Jerusalem city for allegedly being built without a licence.
- September 25th 2019: Israeli forces demolished a home owned by Samir Dudani {a Palestinian detainee} in Al-Hajrat village for allegedly being built without a license.
Attack on Public and Private property occurred as follows per District:
Jerusalem:
- On September 1st 2019, Israeli authorities in Jerusalem city forced Ma'moun Jalal to demolish his home {approximately 30 sq.m} located in Silwan neighbourhood in Jerusalem city for allegedly being built without a license after issuing a demolition order and threatened to fine him in the event that Israeli authorities implement the demolition.
- On September 24th 2019, Israeli forces demolished a barn owned by Na'im Al-Qadi located in Silwan neighbourhood in Jerusalem city for allegedly being built without a licence.
Tubas:
- On September 12th 2019, Israeli forces razed 70 donums of agricultural land in Umm al-Kubish area, east of Tammoun. They uprooted 250 olive trees and demolished 5 water tanks for agricultural purposes owned by Rashid Mustafa Bani 'Ouda. Water), Murshid Rashid Bani Odeh - (uprooting 50 olive trees and demolition of a water collection tank), Hosni Mustafa Bani Odeh - (uprooting 100 olive trees and demolition of a water collection tank), Hussein Mustafa Bani Odeh - (demolition of a water collection tank), and Abdul Latif Mohammed Bisharat - (Demolition of a water collection tank), and uprooted 120 forest trees in the area's natural reserve as well as demolishing the fence surrounding the area.

Nablus:
- On September 3rd 2019, Israeli forces prevented several farmers from entering their agricultural land located in Qaryout village {which is located near "Ayash Qadoush" and "Kayda" settlement outposts} as they were going to harvest almonds despite the fact they received prior permission from the Israeli Military in order to enter the land for one day.
- On September 16th 2019 Israeli forces detonated a Palestinian flag pole located in archaeological site in Sabastiya village.
Salfit:
- On September 18th 2019, Israeli forces uprooted 100 Olive trees in Khirbeit Qarqash located in North east Bruqin town.
Qalqiliya:
- On the evening of September 21st 2019, Israeli forces prevented Abdel-Latif Hassan Arrar from farming his land located in Al-Muntar area located in east Kafr Thulth town and confiscated his agricultural tractor.
Bethlehem:
- On September 16th 2019, Israeli forces demolished a home, 2 agricultural storage rooms and concrete walls surrounding 2 homes in Al-Walajat village for allegedly being built without a license.
- On September 20th 2019, the Israeli military forced several construction workers who were installing a water pipe network in Bariya area located in Teqou' town to halt construction for allegedly being installed without proper licensing because of its location in area C which is under Israeli Military and Administrative control.
Hebron:
- On September 2nd 2019, Israeli forces demolished a mosque {under construction} in Jabal Juhar area located in the old city of Hebron for allegedly being built without a license.
- On September 5th 2019, Israeli forces damaged 2 vehicles owned by: Bassam Aliyan Atwana and Khalil Ayash Atwana after their Military Jeep collided during their raid into Beit Kahil town.
- On September 9th 2019, Israeli forces demolished an agricultural storage den owned by Mohammad Khalil Ja'afrat located in Khilat Salama area in Tarqumiya town which is near "Adora" settlement.
- On September 11th 2019, Israeli forces destroyed solar panels used for electrical generators and destroyed a water pipe network used to irrigate crops in Al-Musafar area located in east Yatta.
- On September 25th 2019, Israeli forces demolished a storage den owned by Nader Jaber located in Al-Buq'a area near "Kiryat Araba'" settlement in east Hebron city for allegedly being built without a license.
Confiscation of Property:
Tubas:
- On September 18th 2019, Israeli forces confiscated an agricultural tractor owned by Mo'ayad Fakhri Mohammad Daraaghma after detaining him in Al-Ras Al-Ahmar area located in the North Jordan valley.
- On September 24th 2019, Israeli forces confiscated a vehicle owned by Ahmad Fayex Mustafa Daraghma in Al-Ras Al-Ahmar area located in the North Jordan Valley.
- On September 27th 2019, Israeli forces confiscated an agricultural tractor owned by Mufdi Lafi Sawafta in Um Al-Quba area located in the North Jordan valley.
Tulkarem:
- On September 29th 2019, Israeli forces confiscated a vehicle owned by Ala Zuhier Nimr Al-Jayousi as they detained him during their raid into Tulkarem city.
Qalqiliya:
- On September 8th 2019, Israeli forces confiscated a Bulldozer and a Truck owned by Amjad Abdel-Mo'men Jum'a {a resident of Kafr Qaddum village} in Jabal Mohammad area located in North Kafr Qaddum village.
On the evening of September 21st 2019, Israeli forces confiscated an agricultural tractor owned by Abdel-Latif Hassan Arrar as he was farming his land located in Al-Muntar area located in east Kafr Thulth town.
Salfit:
- On September 18th 2019, Israeli forces positioned at Za'tyara junction militarily checkpoint confiscated 15000 USD from Mohammad Assad Mohammad Badad {a resident of Jaba' town in Jenin district} after detaining him.
Bethlehem:
- On September 2nd 2019, Israeli forces confiscated 5 tents used to house livestock owned by: Hassan Mahmoud Shukarna, Noman Mahmoud Ghayaza, and Ibrahim Hassan Sheikh in Ein Faris area located near Nihalin town.
Hebron:
- On September 8th 2019, Israeli forces confiscated an Electricity generator owned by Al-Bayour family during their raid into Hebron city.
- On September 11th 2019, Israeli forces confiscated a vehicle owned by Al-Musarfar village council located in east Yatta town.
- On September 24th 2019, Israeli forces confiscated cameras and several computers as they stormed and searched the headquarters of the Union of Palestinian Women Committees during their raid into Hebron city.
Settlement Activity:
- September 6th 2019: Israeli forces positioned near Burin village levelled a plot of land and paved a settlement road on residential owned agricultural land.
- September 17th 2019: Israeli forces levelled 145 dunums of agricultural land owned by residents in Hajjah village to expand the industrial zone in the settlement of Karni Shomron

Jerusalem:
- On September 15th 2019, a group of Israeli settler positioned in Jabal Al-Muntar {Al-Muntar hills} located in east Al-Sawahra town placed several mobile homes, Caravans, water tanks and construction equipment in an attempt to confiscate the land and establish a new settlement outpost.
Ramallah &Al-Bireh:
- At dawn on September 1st 2019, a group of Israeli settlers positioned in "Kokhav Hashahir" settlement located in Al-Mughier village stoned several vehicles travelling along the main bypass road near the settlement and as a result damaged a vehicle owned by Rafiq Salim Abu Aliya {a resident of Al-Mughier village}.
- On September 7th 2019, a group of Israeli settlers positioned near "Al-Mahkama" military checkpoint located near "Bet El" settlement in North Al-Bireh city stoned residents and vehicles travelling through the checkpoint.
- On September 12th 2019, a group of Israeli settlers positioned at Beitin village roundabout stoned several vehicles traveling in the area.
- On September 13th 2019. A group of Israeli settlers stormed agricultural land in Ein Harshat area located in Al-Mazra'a Al-Gharbiya village then withdrew at a later time.
- On September 20th 2019, a group of Israeli settlers positioned near Burqa village stoned several residents and as a result injured a resident {with head injuries}.
- On September 24th 2019, a group of Israeli settlers set fire to a plot of agricultural land located in the area between Al-Mughier and Abu Falah villages.
Jenin:
- On September 13th 2019, a group of Israeli settlers positioned near "Homish" settlement stoned several vehicles owned by "Al-Hudda" Fuel Company and as a result injured 2 residents: Hufaytha Allan and Sami Allan.
Tubas:
- On September 13th 2019, Israeli forces positioned near "Migola" settlement located in the North Jordan valley in order to unload trucks loaded with waste and waste from the settlements in the lands of the citizens near the settlement.
- On September 13th 2019, a group of Israeli settlers stormed Al-Hadadiya village located in the North Jordan valley as they chased several Sheppard.
Nablus:
- On September 1st 2019, a group of Israeli settlers stormed Al-Kasarat area in Jama'in town.

- On September 16th 2019, a group of Israeli settlers from "Yitshar" settlement located in east area of Assira Al-Qibliya village broke the windshields of 3 vehicles owned by Abdul Wahab Abdul Rahman Ahmed, Abdul Basit Mohammed Ahmed, and his son Rafiq and punctured their tires.
- On September 16th 2019, a group of Israeli settlers stormed Duma village, slashed the tires of a vehicle owned by Murad Ahmad Dawabsha then spray painted anti-arab and racist slogans on several homes.

- On September 29th 2019, a group of Israeli settlers stormed agricultural land located near "Shavi Shamron" settlement and chased several farmers and prevented them from entering the land in order to cultivate and clean the herbs in preparation for harvesting the harvest of olives.
Qalqiliya:
- On the evening of September 13th 2019, a group of Israeli settlers attacked a home owned by Ibrahim Ameen Jabr in Kafr Lafiq village then disbursed into the court area and attempted to assault residents.
Salfit:
- On September 8th 2019, a group of Israeli settlers positioned near the entrance of "Brughin" settlement stoned several vehicles travelling near the area.
- On September 8th 2019, a group of Israeli settlers positioned near the entrance of "Brughin" settlement stoned a vehicle driven and owned by Fakri Jawad Barakat {a resident of Bruqin town} and as a result damaged the vehicle.
- On September 13th 2019, Israeli settlers stormed the main road near Madma village and attacked the home of Thaher Mansour then later they withdrew under the protection of the Israeli military.
- On September 24th 2019, a group of Israeli settlers stormed agricultural land located in Yassuf village which is located near "Rahalim" settlement and stole Olive harvests from approximately 40 Olive trees.
Jericho:
- On September 18th 2019, Israeli settlers positioned near the south entrance of Jericho city assaulted Jihad Zawahra as he was driving his truck and as a result left him hospitalized with contusions.
Bethlehem:
- On September 2nd 2019, a group of Israeli settlers stormed Al-Makhrour area located in west Beit Jalla city levelled a plot of agricultural land {approximately 4 dunams} owned by Saber Iskanadar in order to install mobile (caravans).
- On September 3rd 2019, a group of Israeli settler stormed Al-Makhrour area located in west Beit Jala city and installed a mobile home and an electrical generator on a plot of land {approximately 4 dunums} and installed a steel fence around the plot in an attempt to establish a settlement outpost then levelled the plot of land in order to install more mobile home in the area.
Hebron:
- On the evening of September 14th 2019, a group of Israeli settlers from "Kiryat Araba'" settlement located in east Hebron city threw stones and glass bottles towards residents homes in Al-Harqiya area located in the old city of Hebron and as a result broke the windows of several homes and then proceeded to chant anti-Arab and racist slurs.
- On September 16th 2019, a group of Israeli settlers stormed Tel Al-Rumayada neighbourhood in the old city of Hebron then set fire to several Olive trees.
- On September 20th 2019, a group of armed Israeli settlers under the protection of the Israeli military stormed land in Judar archaeological site located in Beit Ummar town then preformed Talmudic rituals.
Closure of Crossing Points
The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 143 occasions during the month of September 2019. The Israeli military closed crossing points within the Green Line on 123 occasions. It opened Beit Hanun (Erez) Crossing for 25 days for previously-coordinated humanitarian cases and foreign nationals and Karm Abu Salem (Karem Shalom) Crossing for 20 days for transportation of food supplies, humanitarian aid, and cooking gas. In addition to allowing in animal feed, construction cargo designated for UNRWA and internationally-funded projects was transported through the Crossing. Sufa Crossing was closed throughout the month. On the other hand, the Israeli authorities have continued to unilaterally close Ash Shuja’iya (Nahal ‘Oz) Crossing. Beginning on 02 March 2011, the Israeli authorities has also continued to completely close Al Muntar (Karnei) Commercial Crossing.
The Israeli military closed international crossing points on 38 occasions. Rafah Crossing was closed on 8 occasions. Yasser Arafat International Airport has remained closed since the outbreak of the second Intifada.
